Manifest Module takes effect February 18, - requires shipping agents to submit cargo manifest and list of crew members prior to arrival


Commissioner-General of the Guyana Revenue Authority Mr. Khurshid Sattaur said that the new implementation date for the Manifest Module of the Total Revenue Integrated Processing System (TRIPS) is February 18, 2008.

The initial date of Implementation was February 1, 2008. However there have been concerns by sections within the shipping and airline sectors, about their readiness for this facet of the GRA’s operations.

“GRA is very concerned about the response by these agencies hence the new date of implementation provides adequate time to ensure they are ready,” Mr. Sattaur said.

He noted that the GRA is working with these some agencies in the shipping and airline industry to ensure that they have the necessary systems in place but noted that the GRA will take the necessary actions against those bodies that do not comply with the requirements of the Manifest Module.

Over recent years the GRA has undertaken several reform measures in a bid to improve its efficiencies and its general service to taxpayers and other clients. The Manifest Module will complement measures already in place to ensure there is more efficiency within the GRA.

In accordance with Section 67 of the Customs Act, Chapter 82:01, and the Customs (Advance Passenger and Cargo Information) Regulations 2007, the master of any aircraft or ship or his agent which is expected to arrive in Guyana, must provide advance cargo manifests on board such aircrafts or ships in both hard and soft copy formats.

The information, which must include both cargo intended for discharge in Guyana and cargo not intended for discharge in Guyana, must be submitted no later than: i. Fifteen (15) minutes after departure from the last port of call in the case of a commercial aircraft. ii. Thirty (30) minutes prior to the departure from the last port of call in the case of a private aircraft. iii. Twenty-four (24) hours prior to arrival if it is arriving from outside the domestic space. iv. One (1) hour prior to the arrival of the aircraft or ship from the last port of call if it is arriving from a destination within the domestic space.

Notwithstanding the requirements in the law, the master of any ship or aircraft or his agent is encouraged to submit the required information to the Commissioner, Customs and Trade Administration, as soon as it becomes available or at the earliest opportunity thereafter, providing it is submitted not later than the times specified above.

“This system will ensure there is more control over goods entering this country and will ensure better management is exercised by both the GRA and wharf owners,” the Commissioner-General emphasized.

The implementation of this component of the GRA’s integrated software programme is expected to also reduce the processing time for imported goods while promoting increased transparency and accountability.

The GRA already employs the risk management module which automatically flags high risk revenue consignments which are subjected to valuation, classification and inspection.

TRIPS became operational since January 1, 2007 with the introduction of the Value Added Tax (VAT) and Excise Tax, and various modules have been developed to cater to the specific needs of the modernizing revenue authority.
