Consumers Groups get VAT Education
The Tax Advisory unit of the Value Added Tax (VAT) department has re-commenced an education program aimed at helping consumers understand their rights and obligations under the VAT Act.
Assistant Commissioner of the unit Mrs. Deanah Mathias says the sessions are for various consumer groups such as Schools, Unions, Churches and places of work.
She said the initiative was sparked by complaints the unit received via the VAT hotline as well as calls from consumer bodies for further education. These complaints include non-receipt of invoices, incorrect VAT charges and escalating prices. Some groups also called for the Guyana Revenue Authority to do more to protect consumers and to work more closely with outlying areas.
Mrs. Mathias noted that some consumers are still not sure of their role in the VAT system other than simply paying the tax. She said that in some cases, it is a situation where consumers have a lot to unlearn having practiced the wrong behavior for a number of years.
She said consumers need to be more familiar with the list of zero-rated items and ensure that they collect receipts when making purchases, as this lends to businesses being accountable.
Posters containing the categories of zero-rated items are posted at most supermarkets and at the business premises of most VAT registrants. Brochures containing the various zero-rated items are available at the main VAT Department in Georgetown and VAT regional offices. The listing is also available on the GRA’s website www.revenuegy.org.
The Assistant Commissioner noted that the attitude of consumers rob them of the benefits of the system and encourage businesses to take advantage instead. Consumers groups are encouraged to make full use of the education sessions and groups interested in having similar sessions are urged to contact the VAT Department.
